Where each PTA tax figure comes from

None of this money goes to PTA — PTA only checks your phone’s IMEI and blocks it if unregistered. The six charges are FBR/Customs taxes, worked out on your phone’s C&F value and paid at a bank.

Smartphones are free of customs duty (Fifth Schedule, Customs Act 1969). Sales tax is 18%, jumping to 25% on the FULL value once C&F value passes US$500 — a genuine cliff, not a step. Income tax under Section 148 applies only on the CNIC route; the passport/baggage route is exempt entirely.

Worked example: iPhone 16, US$666, Rs. 280/US$

Customs value: US$666 × 280 = Rs. 186,480. On the passport route: sales tax 25% × Rs. 186,480 = Rs. 46,620, regulatory duty Rs. 17,600, handset levy Rs. 8,000, income tax exempt — total Rs. 72,220. On the CNIC route, add Rs. 11,500 income tax = Rs. 83,720, plus an unpublished fine.

PTA tax FAQs

Does this money go to PTA?

No. PTA only registers and blocks phones by IMEI. All six charges are FBR/Customs taxes, worked out by Customs and paid at a bank.

Is it cheaper on a passport than a CNIC?

Yes. The passport/baggage route (a phone you carried in yourself, registered within 60 days) is exempt from Section 148 income tax and carries no fine. The CNIC route pays that income tax and a fine that FBR does not publish a figure for.

Why does it ask for a dollar value instead of the price I paid?

Every charge is worked out on the government’s customs (C&F) value for your phone, not the shop price. Use the value on your Customs assessment, or your phone’s official FBR valuation if you have it.

Why is customs duty showing as zero?

Smartphones are entirely free of customs duty under the Fifth Schedule to the Customs Act 1969, whatever the phone is worth. A basic/feature phone pays a flat Rs. 250.

Do tax filers pay less than non-filers?

No official PTA/FBR phone-registration schedule publishes a separate non-filer figure for these six charges. That said, the Income Tax Ordinance’s general surcharge for people off the Active Taxpayer List may still reach the CNIC-route income-tax line; this calculator flags that possibility rather than guessing a specific number for it.
